The realm does not punish. It only remembers what was promised, and holds you to it.

- Veyrun

Who they are

Veyrun is not a judge in any sense that involves feeling. Formed of living stone and crystal rather than flesh, they are neither cruel nor merciful, only exact, and rarely act at all unless the old laws are directly invoked. That is the unnerving part. There is nothing to appeal to.

The judgment on Kael's kin is what exactness looks like in practice. They broke the laws Veyrun was bound to uphold and were not destroyed. They were turned to stone, which is a suspension rather than an ending, and it lifts if the debt behind it is ever repaid in full. That is not mercy. It is bookkeeping.

Balance, to Veyrun, is not comfort or convenience. It is consequence following naturally from a choice. Nobody who sets out to undo an old judgment is simply forgiven; they are tested, thoroughly and without warning, by Keepers watching on behalf of a realm that cannot see everything for itself. You are not told the test is running. That is what makes it a test.

The Stone Kin

To the rest of the realm, the dragons of the Petrified Court are statues. Kael knows better. His kin broke the realm's oldest laws, and Veyrun's judgment has held them in stone ever since. The sentence is not permanent, but neither forgiveness nor pleading will lift it. Their debt must be repaid in full. Kael has spent centuries refusing to accept that their story ends there. His search takes him toward the four corners of the realm, following the only path that might restore those he has never abandoned. Along the way, he finds unexpected company in Sera, an unassuming traveler content to share the road without asking for more than Kael is willing to give. But old judgments are not easily undone, and Veyrun has no interest in whether Kael believes his cause is just. To bring his kin back, Kael will have to answer a debt centuries in the making, whatever its repayment demands of him.
